Jobs Position:

Compliance Specialist

Reporting to: COP / DCOP & AiD Management

Location: PMU Peshawar

Travel: Up to 15% travel to field offices

Roles & Responsibilities:

  • Serve as a subject matter expert in USAID and U.S. Government Cooperative Agreement regulations. Responds to compliance-related questions, generating and/or reviewing sub-recipient agreements, and advising on various contractual matters. Articulates AID-ERDA position on matters of regulation and other contractual issues with internal and external stakeholders.
  • Assess ERDA’s grants, contracts, compliance and procurement-related needs; designs and implements relevant policies, procedures, and trainings.
  • Work under the supervision of the COP/DCOP and in close collaboration with the AID Home Office including but not limited to the Grants and Contracts Portfolio managers.
  • Serve as the activity’s compliance specialist to ensure program and sub-awardees adherence to all applicable regulations, and award terms and conditions.
  • Perform 100% verification of HR, Procurement, grants, and program documentation for compliance with ERDA’s policy manuals and USAID regulations.
  • Perform spot verification of financial documents (vouchers, bank reconciliations, advance request, liquidations) to ensure completeness, accuracy, and compliance with ERDA manuals.
  • Monitor operations, procurement, finance and administration processes as a means to prevent and/ or identify possible violations including fraud, conflict of interest, or other violations of the ethical and moral duties of AID staff.
  • Provide training and follow up coaching and mentoring as necessary to project staff and grantees on fraud prevention, detection and reporting.
  • Actively and thoroughly respond, in an appropriate manner, to allegations of misconduct.
  • Identify potential areas of financial vulnerability that are deemed high risk; develop/implement practical corrective action plans to resolve issues.

Job Requirements

Education and Work Experience:

  • ACA/CA-final, ACCA, ICMA, CIMA, M.Com, CIA, MBA-Finance,
  • At least 10 years of related work experience in the field of financial management, accounting, internal audit, and compliance,
  • At least 8 years of experience of compliance review and internal audit on USAID-funded projects at a senior level.

Knowledge, Skills and Abilities:

  • Working knowledge of pertinent regulations including OMB Uniform Guidance (2 CFR 200) and the Federal Acquisition Regulations.
  • Expertise in USAID Assistance and Acquisition rules and regulations.
  • Work experience in a compliance role is essential.
  • Ability to provide training on complex technical topics in an easy-to comprehend format for end users with basic, intermediate, and experienced topical knowledge.
  • Demonstrated experience analyzing financial documents and processes, interpreting contractual requirements and grants, operating instructions, policies, and procedure manuals.
  • Demonstrated ability to maintain confidentiality for sensitive issues and projects

Livestock Associate

Reporting to: Livestock Officer

Location: Khyber(Peshawar), South Waziristan(D.I Khan), North Waziristan (Bannu), Orakzai (Kohat)

Roles & Responsibilities:

  • Under the direct supervision of the Livestock Officer, the Livestock Assistant will be responsible for the implementation of Livestock activities under the project in the target area.
  • Responsible for the technical planning, supervision, and reporting of the field activities.
  • Frequently visit to target communities to carry out process on Livestock activities based on minimum standards and output level indicators.
  • Facilitate in the development of linkages between livestock farmer, processors and other value chain actors.
  • Ensure timely completion of all livestock related activities while adhering quality aspects.
  • Ongoing monitoring of all livestock interventions & sharing timely feedback with Livestock Officer.
  • Build the capacity of target beneficiaries to develop good Livestock practices and high yield.
  • Create and maintain good relationship with local communities, line departments, NGOs/INGOs and other livestock value chain actors.
  • Maintenance of activities record that includes field visits reports, beneficiary data, assessment record, distribution record & other documentation.
  • Conduct and facilitate training sessions for the selected beneficiaries in target communities on poultry and livestock.
  • Record and report results achieved.
  • Effective skills of resolving problems, especially in the field.
  • Other job-related responsibilities assigned by Supervisor.

Job Requirements

  • Graduate or higher degree in Veterinary sciences/ Animal Husbandry from University/college registered with Pakistan Veterinary Medical Council (PVMC)
  • Minimum 3 years’ experience in the relevant discipline in development and social sector.
  • Experience of working in Livestock related projects in Newly Merged Districts
  • Computer literacy with demonstrated use of word processing, database, and presentation software (Word, Excel, Power Point etc.) Working knowledge of English and Pashto is required

  • Prepare and maintain record of different contracting instruments.
  • Maintain an effective filing system (hard and soft) as the project requirements.
  • Maintain and update different trackers.
  • Ensure timely payment to vendors/Service Providers
  • Ensure timely supply/services from vendors/ Service Providers
  • Prepare Purchase orders/subcontracts.
  • Generate different Procurement/subcontract management report on as needed basis.
  • Under the guidance and supervision of immediate supervisor, ensure execution of transparent and efficient subcontract/procurement services and processes.
  • Ensure implementation of procurement/operational strategies focusing on achievement of results.
  • Work in close collaboration with the operations, program, and management staff
  • Resolve Implement and organize procurement processes with other management and technical departments.
  • Other tasks assigned by supervisor

Job Requirements

  • Master’s degree in business administration, or in Supply Chain Management will be preferred.
  • Minimum of three (3) years of demonstrated experience in local procurement for international donor funded projects.
  • Experience evaluating proposals, awarding funding, and managing procurements/subcontracts for USAID projects.
  • Possess creativity and analytical capacity to manage Proc-Sub compliance issues and assist other staff in ensuring the implementation of Proc-Sub activities.
  • Flexibility, creativity, and the ability to maintain a rapid and demanding pace of work.
  • Strong moral code of ethics.
  • Detailed oriented and ability to accurately document (hard & soft) auditable files
